Why this label

The CSRC penalty decision release states the finding on early revenue recognition in 2019 and 2020, the fraudulent bond issuance and the false annual reportsS1. It fines Hengda RMB 4.175 billion and imposes the maximum fine and a lifetime market ban on its then chairman. The release does not give yearly amounts. CNN reported in March 2024, citing the regulator, fabricated sales of RMB 214 billion for 2019 and RMB 350 billion for 2020S3. Those figures rest on CNN's reporting and were not found in the CSRC release. AP reports that mainland authorities fined PwC RMB 441 million over the auditsS4. The CSRC decision is an administrative penalty. No appeal by Hengda was found in this review.

Current procedural position

Administrative penalty decision announced 31 May 2024S1. No appeal found as of October 2026.
